A former Port Royal, South Carolina Police Department Captain failed a polygraph test that asked him about his involvement with illegal web gambling machines.

Ex- Captain Roger Karr, who had been a police officer for thirty years, resigned on January 20th, after failing the polygraph exam in which he denied having had any knowledge of the web gambling machines in Port Royal.

Karr’s fiancée, Kathy Rose Byers, was arrested on December 14th for possession of eight illegal web gambling machines at a gaming hall.

Adell Terese Taylor was also arrested for the possession of eleven web gambling machines at a local coffee house, called “The Coffee Shop.”

Karr has not been charged with a criminal offense, since polygraph results are inadmissible as evidence in a criminal court of law. However, an investigation into the ex- captain’s involvement in illegal gambling activities may ensue.

Town officials refused to release the full internal report on Karr’s behavior. They claimed that the Freedom of Information Act does not apply, since a criminal investigation into Karr’s involvement with illegal gambling may take place. However, First Amendment experts say that this is not a legitimate reason to withhold information.
